O que é o CLAIM ? 

O Centro Local de Apoio à Integração de Migrantes (CLAIM) da Cáritas Diocesana de Beja é um projeto financiado pelo Fundo para o Asilo, a Migração e a Integração, no âmbito do Programa FAMI 2030. Este programa tem como principais objetivos reforçar o sistema de asilo e acolhimento, promover a migração legal, fomentar a inclusão socioeconómica de cidadãos nacionais de países terceiros, combater a migração irregular, melhorar a eficácia, segurança e dignidade dos processos de regresso e readmissão, bem como fortalecer a solidariedade e a partilha equitativa de responsabilidades entre os Estados-Membros.

O projeto assume uma natureza itinerante, desenvolvendo a sua intervenção nos concelhos de Beja, Ferreira do Alentejo, Cuba, Vidigueira, Alvito e Aljustrel.

O CLAIM funciona em estreita articulação com a Agência para a Integração, Migrações e Asilo (AIMA), com as autarquias locais dos concelhos abrangidos, empregadores do setor agrícola, entidades governamentais e não governamentais, bem como outras organizações que atuam na área das migrações.

O principal objetivo do projeto consiste em desenvolver e implementar respostas de proximidade dirigidas a cidadãos nacionais de países terceiros residentes em Portugal, através de um atendimento personalizado.

Paralelamente, procura-se promover um combate eficaz à migração irregular e ao tráfico de seres humanos, através da regularização documental e da integração na comunidade de acolhimento.

Neste âmbito, o projeto visa dar resposta a diversas necessidades, nomeadamente nas áreas da regularização e nacionalidade, reagrupamento familiar, retorno voluntário, emprego, saúde, educação e formação profissional, segurança social, apoio social e promoção da interculturalidade, entre outras.

Pretende-se, igualmente, fomentar uma dinâmica de conhecimento, reflexão e intervenção sobre a problemática das migrações, promovendo a mediação entre migrantes e comunidades de acolhimento. Para tal, procura-se mobilizar os diversos agentes locais, incentivando o trabalho em rede e a intervenção articulada.

Esta estrutura visa não só compreender e interpretar os processos de inserção dos imigrantes no contexto social local, mas também afirmar-se como um espaço de disseminação de boas práticas, metodologias, técnicas e conhecimentos junto das instituições locais.

O apoio desenvolvido no âmbito do projeto concretiza-se através de:

  • Atendimento personalizado a cidadãos nacionais de países terceiros;
  • Ações de capacitação e sensibilização;
  • Sessões de orientação profissional;
  • Promoção da interculturalidade.

O projeto tem a duração de três anos, decorrendo entre 1 de janeiro de 2024 e 31 de dezembro de 2026.

What is CLAIM? 

The Local Support Centre for the Integration of Migrants (CLAIM) of Cáritas Diocesana de Beja is a project funded by the Asylum, Migration and Integration Fund under the FAMI 2030 Programme. This programme aims to strengthen the asylum and reception system, promote legal migration, foster the socio-economic inclusion of third-country nationals, combat irregular migration, improve the effectiveness, safety and dignity of return and readmission processes, and enhance solidarity and the fair sharing of responsibilities among Member States.

The project has an itinerant nature, operating across the municipalities of Beja, Ferreira do Alentejo, Cuba, Vidigueira, Alvito and Aljustrel.

CLAIM operates in close cooperation with the Agency for Integration, Migration and Asylum (AIMA), local municipalities within the covered areas, agricultural employers, governmental and non-governmental entities, as well as other organisations working in the field of migration.

The main objective of the project is to develop and implement community-based responses aimed at third-country nationals residing in Portugal, through personalised support services.

At the same time, the project seeks to effectively combat irregular migration and human trafficking by promoting regularisation processes and integration into the host community.

In this context, the project addresses a wide range of needs, namely in the areas of regularisation and nationality, family reunification, voluntary return, employment, health, education and vocational training, social security, social support, and the promotion of interculturality, among others.

It also aims to foster a dynamic of knowledge, reflection and intervention on migration issues, facilitating mediation between migrants and host communities. To this end, it mobilises local stakeholders, promoting networking and coordinated action.

This structure aims not only to understand and interpret the processes of migrant integration within the local social context, but also to serve as a platform for the dissemination of good practices, methodologies, techniques and knowledge among local institutions.

Support provided under this project includes:

  • Personalised assistance to third-country nationals;
  • Capacity-building and awareness-raising actions;
  • Career guidance sessions;
  • Promotion of interculturality.

The project has a duration of three years, running from 1 January 2024 to 31 December 2026.
